“The whole industry boomed when Wall Street started investing in these loans,” said Kirsten Keefe, an attorney with Empire Justice Center in Albany, a nonprofit law firm that works with the poor, and executive director of Americans for Fairness in Lending. “They figured out a way to pool these loans and secure themselves against risk.”
